When a tie happens, the candidates can legally choose to decide the outcome by "lot" such as a coin toss or by holding a special election to determine the winner. At last night's regular monthly council meeting, Martin and Arterburn opted to have a special election to decide a winner. The City council passed a resolution supporting the decision.

According to Carterville City Administrator Will Cline, the special election will cost taxpayers $1,116.96 to hold the special election.
They have 354 registered voters for Ward 2.
Residents in Ward 2 in Carterville can vote in the special election on April 25, 2023, from 6:00 am to 7:00 pm. The election will be held at the Carterville Methodist Church.

Why did you decide to move forward as well as your opponent with a special election using taxpayer funds instead of choosing a lot selection? Â
The people should always decide. Flipping a coin or something of that nature does does not give that opportunity to our citizens. Citizens should always have a meaningful voice. I've recently learned thankfully that the county will be saving Carterville most of the cost by using the voting box for the Special Election verses the much more expensive Digital Machine that was used for the regular election.Â
How are you getting more people to polls to vote this time vs last time?
I'm working everyday to listen to our great citizens about what's on their minds or concerning them first and then talking with them on how I can support them and get things done for them with urgency. I have been speaking with citizens through Facebook, phone and face to face as well. Lastly, I created a Special Election email addresses which is Judy4two@gmail.com.Â

What was my reaction to being tied in the election?Â
I was extremely excited, for 1 being tied with the incumbent / sitting member and 2 to hear that citizens have faith in me and I believe that speaks volumes that the citizens are ready for a change.
What was my thought on not having a lot// instead having or wanting the special election?
I believe that it gives the citizens another opportunity to vote for those that may have had unforeseen circumstances that may have came about and were not able to make it April 4th.
What do I hope the outcome will be?
I win the election for the council seat for ward 2 in my Hometown. That I am very proud to [be] a part of and be a voice for [the] community.
