In 1868, the first ever motion to impeach a president happened when Congress fought with then President Andrew Johnson about the path America should take for Reconstructionist America.
The argument stemmed from President Johnson's want to give more power to poor white southern unionists and his want to restore southern states after the civil war. Congress wants to act more harshly on the former Confederates as well as wanting to secure citizenship and political rights for African Americans.
